Cleveland Browns propose NFL rule change for draft pick trades up to five years ahead

The Cleveland Browns have submitted a proposal to allow NFL teams to trade future draft picks up to five years in advance. Current league rules permit trades involving picks up to four years into the future, following approval by owners at the 2024 annual meetings.[1]

Prior to 2024, the limit stood at three years, extended from two years in 2022.[1]

The Browns' proposal is set to be considered by NFL owners alongside a Pittsburgh Steelers submission on procedures for contacting players when the free agency negotiating period begins. The owners meetings are scheduled before the end of the month.

Troy Vincent, NFL executive vice president of football operations, stated at last month's scouting combine that none of the year's submitted proposals concern the "tush push," a quarterback sneak tactic debated during the previous offseason.

Approval of any rule change requires a three-fourths majority vote, or at least 24 of 32 team owners.[2]

The proposal has drawn mixed reactions, including fan criticism referencing the Browns' 2022 trade for quarterback Deshaun Watson, which sent three first-round picks to the Houston Texans.[3]

The Browns contend the change would stimulate a more active trade market and enhance roster-building flexibility. The NFL's competition committee is due to unveil its recommendations next week.

For context, the NBA permits draft pick trades up to seven years ahead.
